France’s historic decision to recall its ambassadors to the US and Australia is far more than a diplomatic spat, analysts have warned.

The move, in protest at Canberra’s surprise decision to cancel an order for French-built submarines and its security pact with Washington and London, will affect France and Europe’s role in Nato and already strained relations with the UK.

French officials have accused Australia, the US and the UK of behaving in an underhand, duplicitous manner that has betrayed and humiliated France.

“This is far more than just a diplomatic spat, the withdrawal of ambassadors is the tip of the iceberg,” Peter Ricketts, a former permanent undersecretary at the Foreign Office and former UK ambassador to France, told BBC Radio 4’s Today programme.

“There is a deep sense of betrayal in France because this wasn’t just an arms contract, this was France setting up a strategic partnership with Australia and the Australians have now thrown that away and negotiated behind the backs of France with two Nato allies, the US and UK, to replace it with a completely different contract.

“For the French this looks like a complete failure of trust between allies and calls into doubt what is Nato for. This puts a big rift down the middle of the Nato alliance … Britain needs a functioning Nato alliance.”

«Cette décision exceptionnelle est justifiée par la gravité exceptionnelle des annonces effectuées le 15 septembre par l'Australie et les États-Unis», a dit dans un communiqué le ministre des Affaires étrangères, Jean-Yves Le Drian. «L'abandon du projet de sous-marins de classe océanique qui liait l'Australie à la France depuis 2016, et l'annonce d'un nouveau partenariat avec les États-Unis visant à lancer des études sur une possible future coopération sur des sous-marins à propulsion nucléaire, constituent des comportements inacceptables entre alliés et partenaires, dont les conséquences touchent à la conception même que nous nous faisons de nos alliances, de nos partenariats et de l'importance de l'indopacifique pour l'Europe», a aussi dit le ministre.

The Taliban have effectively banned girls from secondary education in Afghanistan, by ordering high schools to re-open only for boys.

Girls were not mentioned in Friday’s announcement, which means boys will be back at their desks next week after a one-month hiatus, while their sisters will still be stuck at home.

The Taliban education ministry said secondary school classes for boys in grades seven to 12 would resume on Saturday, the start of the Afghan week. “All male teachers and students should attend their educational institutions,” the statement said. The future of girls and female teachers, stuck at home since the Taliban took control, was not addressed.

Chinese Outrage at New US-UK-Australian Security Pact - BBC News

The AUKUS agreement is intended to help deliver stablility in the Indo-Pacific region, which has come under increasing Chinese influence.

The deal will deliver a new fleet of nuclear-powered submarines to the Australian navy. That has also angered France which was expecting to supply the defence equipment.

China called the pact “extremely irresponsible” and said it would harm the participating countries.

Wales to Require NHS Covid Passes to Attend Nightclubs and Events

People will have to show an NHS Covid pass to enter nightclubs and attend many events in Wales from next month, the first minister, Mark Drakeford, has announced.

Drakeford encouraged people to work from home wherever possible and to get fully vaccinated if they are not already. He said enforcement of measures such as wearing face coverings in indoor public places and on public transport would be increased.

Wales is at alert level 0 and will remain so for the next three weeks, but the Labour-led government said Covid case numbers were “very high”.

LE FIGARO : Le ministre des Affaires étrangères, comme sa collègue aux Armées Florence Parly, s'est ému de la décision de l'Australie d'annuler l'achat de douze sous-marins français.

Quelques heures après l'annulation brutale par l'Australie de l'achat de douze sous-marins français, le ministre des Affaires étrangères Jean-Yves Le Drian a dénoncé un «coup dans le dos». «Nous avions établi avec l'Australie une relation de confiance et cette confiance est trahie», a-t-il asséné sur Franceinfo. «Je suis aujourd'hui très en colère. Ça ne se fait pas entre alliés». Jean-Yves Le Drian s'est également emporté contre «le comportement américain», qui a noué avec l'Australie un partenariat stratégique pour la construction d'engins à propulsion nucléaire américains. «Cette décision unilatérale, brutale, imprévisible, ça ressemble beaucoup à ce que faisait Monsieur Trump», a regretté le ministre. LE MONDE : Dans le même temps, les Etats-Unis ont annoncé un vaste partenariat de sécurité avec l’Australie et le Royaume-Uni dans la zone indo-pacifique. Paris a déploré une « décision regrettable » et un « coup dans le dos ».

Le premier ministre australien, Scott Morrison, a confirmé, jeudi 16 septembre, la rupture d’un gigantesque contrat, conclu en 2016 avec la France, pour la fourniture de sous-marins conventionnels, préférant construire des sous-marins à propulsion nucléaire à l’aide de technologies américaines et britanniques. « La décision que nous avons prise de ne pas continuer avec les sous-marins de classe Attack et de prendre un autre chemin n’est pas un changement d’avis, c’est un changement de besoins », a déclaré M. Morrison.

Dans son sillage, les Etats-Unis ont ainsi annoncé un vaste partenariat de sécurité avec l’Australie et le Royaume-Uni dans la zone indo-pacifique. « La première grande initiative de [ce nouveau pacte appelé] “Aukus” sera de livrer une flotte de sous-marins à propulsion nucléaire à l’Australie », a encore déclaré le premier ministre australien, apparaissant en visioconférence, tout comme son homologue britannique, Boris Johnson, lors d’un événement présidé par Joe Biden à la Maison Blanche.

La France voit ainsi ce « contrat du siècle », de quelque 90 milliards de dollars australiens (56 milliards d’euros, mais seulement 8 milliards pour la partie française), échapper à son industrie navale. Mit einer neuen Sicherheitspartnerschaft für den indopazifischen Raum treten die Vereinigten Staaten, Großbritannien und Australien Chinas Machtausweitung in der Region noch stärker entgegen. Das Bündnis soll es unter anderem Australien ermöglichen, erstmals U-Boote mit Nuklearantrieb zu bauen. Der amerikanische Präsident Joe Biden, der britische Premier Boris Johnson und der australische Regierungschef Scott Morrison hatten den neuen Pakt mit der Bezeichnung „AUKUS“ am späten Mittwoch verkündet.

Biden bezeichnete das Bündnis als „historischen Schritt“, mit dem die bewährte Zusammenarbeit zwischen den drei Partnern weiter vertieft und formalisiert werde, um den Frieden und die Stabilität im Indopazifik auf lange Sicht zu sichern. „Wir müssen in der Lage sein, uns sowohl mit dem derzeitigen strategischen Umfeld in der Region als auch mit dessen möglichen Entwicklungen auseinanderzusetzen“, sagte Biden.

Ähnlich äußerte sich Johnson: „Ziel ist es, Hand in Hand zu arbeiten, um Sicherheit und Stabilität im Indopazifik zu erhalten“, sagte der britische Premier. Mit der Sicherheitspartnerschaft öffneten die drei Länder „ein neues Kapitel“ in ihrer Freundschaft. Der australische Premier Morrison wies darauf hin, dass die Zukunft des Indopazifik die Zukunft aller drei Länder beeinflussen werde. THE NEW YORK TIMES: Less than three years ago, Australia’s leader said his country need not choose between the U.S. and China. A nuclear submarine deal shows that much has changed since then.

SYDNEY, Australia — When Scott Morrison became Australia’s prime minister three years ago, he insisted that the country could maintain close ties with China, its largest trading partner, while working with the United States, its main security ally.

“Australia doesn’t have to choose,” he said in one of his first foreign policy speeches.

On Thursday, Australia effectively chose. Following years of sharply deteriorating relations with Beijing, Australia announced a new defense agreement in which the United States and Britain would help it deploy nuclear-powered submarines, a major advance in Australian military strength.

With its move to acquire heavy weaponry and top-secret technology, Australia has thrown in its lot with the United States for generations to come — a “forever partnership,” in Mr. Morrison’s words. The agreement will open the way to deeper military ties and higher expectations that Australia would join any military conflict with Beijing.
