Wenn dieses wählen werde, werde es gewinnen, rief die Kandidatin des rechtsnationalistischen Rassemblement national kürzlich bei einem Kampagnentreffen und forderte ihre Anhänger auf, am kommenden Sonntag nicht den Urnen fernzubleiben. Bei der einzigen Fernsehdebatte mit ihrem Konkurrenten Emmanuel Macron am Mittwochabend pries sie gleich zu Beginn das französische Volk, das unter dem amtierenden Präsidenten schwer gelitten habe.

Auf dieses «Volk» setzt Le Pen auch, um im Fall ihres Siegs eines ihrer umstrittensten Wahlkampfversprechen zu erfüllen: Sie will die Französinnen und Franzosen über eine Verfassungsänderung abstimmen lassen, um eine Art Inländervorrang festzuschreiben. Dadurch würden Franzosen gegenüber Ausländern beim Zugang zu Jobs, Sozialwohnungen und Sozialleistungen bevorzugt. Tribune. L’Europe fait face à un changement d’époque. Dans une tentative de réécrire l’histoire, Vladimir Poutine a lancé une attaque brutale contre l’Ukraine et son peuple. Les images de Marioupol, Boutcha ou Kramatorsk nous rappellent les périodes les plus sombres de l’Europe. Mais l’agression de Vladimir Poutine va encore plus loin. Il a enfreint la règle la plus fondamentale de notre ordre de paix européen : ne pas redessiner les frontières par la force, comme nous l’avons fait tant de fois au cours de notre passé sanglant. Sa guerre vise les valeurs que la France et nos pays défendent : la démocratie, la souveraineté, la liberté et l’Etat de droit.

Néanmoins, les populistes et l’extrême droite dans tous nos pays ont fait de Vladimir Poutine un modèle idéologique et politique, se faisant l’écho de ses revendications nationalistes. Ils ont copié ses attaques contre les minorités et la diversité. Ils partagent son rêve d’une nation uniforme. Nous ne devons pas l’oublier, même si ces politiciens tentent aujourd’hui de prendre leurs distances avec l’agresseur russe.

A la lumière de ces éléments, le second tour de l’élection présidentielle française n’est pas, pour nous, une élection comme les autres. Le choix auquel le peuple français est confronté est crucial pour la France et pour chacun d’entre nous en Europe. THE HERALD: A disunited France today goes to the polling stations to choose its new or not so new president but as voters in many cases hold their noses, Europe will be holding its breath.

A remarkable intervention ahead of the vote underlined people’s fears that the very future of the European Union could be at stake. In a joint article in Le Monde, the leaders of Germany, Spain and Portugal issued a stark warning to French voters and urged them to back Centrist Emmanuel Macron.

In a direct attack on his rival, Marine Le Pen, they highlighted her previous links to the tyrant in the Kremlin, saying people should not forget “populists and the Far Right in all our countries have made Vladimir Putin an ideological and political model…even if these politicians are now trying to distance themselves from the Russian aggressor”.

They added: “It is a choice between a democratic candidate, who believes France is stronger in a powerful and autonomous EU and a Far Right candidate, who openly sides with those who attack our freedom and democracy; fundamental values that come directly from the French Enlightenment.”

Days after Russia’s invasion of Ukraine began, Olaf Scholz delivered a bombshell of his own. Addressing an extraordinary session of the Bundestag, Germany’s chancellor declared his government would boost defence spending by €100bn (£84bn), suspend the prized Nord Stream 2 gas pipeline from Russia and reverse a long-standing ban on transferring arms to conflict zones in order to help Ukraine.

The shock announcements, termed a “revolution”, were seen as evidence that Germany, and especially Scholz’s centre-left Social Democratic party (SPD), was definitively turning away from its postwar pacifist tradition. The fact Scholz also pledged to meet Nato’s 2% of GDP defence spending obligation was cited as further proof of a historic shift in Berlin’s thinking about its role in the world.

The resulting satisfaction, bordering on smug self-congratulation, evident in Washington, London and Warsaw, was compounded by the ensuing German debate about how to deal with Russia. Leading figures on the left and right conceded the post-Soviet policy of conciliating Moscow, rooted in the SPD’s famed cold war era Ostpolitik, had been fundamentally misconceived.

As millions in Ukraine flee merciless bombardment, and incontrovertible evidence emerges of war crimes by Vladimir Putin’s troops, this changed belief that Russia cannot be treated as a normal country with which it is possible to do business as usual is now widely accepted. HANOVER, Germany — On the evening of Dec. 9, 2005, 17 days after Gerhard Schröder left office as chancellor of Germany, he got a call on his cellphone. It was his friend President Vladimir V. Putin of Russia.

Mr. Putin was pressing Mr. Schröder to accept an offer to lead the shareholder committee of Nord Stream, the Russian-controlled company in charge of building the first undersea gas pipeline directly connecting Russia and Germany.

“Are you afraid to work for us?” Mr. Putin had joked. Mr. Schröder might well have been, given the appearance of possible impropriety — the pipeline he was now being asked to head had been agreed to in the final weeks of his chancellorship, with his strong support.

He took the job anyway.

Feb 10, 2021 • Drinking Away the Pain (2003) - More and more Russians are turning to drink to help numb the pain of post-Soviet life.

Russians consume over half the world’s hard liqueur. Vodka is often cheaper than non-alcoholic drinks and beer is marketed as a soft drink. As a result, alcoholism has reached record levels, pushing down life expectancies for Russian men to just 58. “As a rule, the Russian drinks until he falls. Some continue drinking even when they’re lying down,” explains one man. Unfortunately there are few places alcoholics can turn to for help. “I lost my family, I lost my house, everything,” recalls one former alcoholic sadly. He’s one of the lucky ones - a church charity took him in. For most Russian alcoholics, the only refuge available is a humiliating night in a ‘sober-cell.’ “Russia has a very tragic history … we have permanently faced cataclysm. Alcohol helps weak people to escape,” explains theatre director Yuri Lubimov. Unless the quality of life for more people improves, Russians will continue to seek refuge in the most traditional of cures.

PARIS — When Europe’s far-right leaders gathered in Madrid in January, they had no problem finding unity on the issues they hold dear, whether cracking down on immigrants or upholding “European Christian ideals.” But as Russian troops massed on the Ukrainian border, they were divided on one issue: the threat posed by President Vladimir V. Putin.

Marine Le Pen, the extreme-right challenger for the French presidency, objected to a paragraph in the final statement calling for European solidarity to confront “Russian military actions on the eastern border of Europe.” Even in a gathering of illiberal nationalists, she was an outlier in her fealty to Mr. Putin.

Now, on her campaign website, the leaders’ statement appears with that paragraph cut in an unacknowledged change to the text. This little subterfuge is consistent with an embrace of Mr. Putin so complete that even his ravaging of Ukraine has hardly diminished it.

Over the past decade, Ms. Le Pen’s party, the National Rally, formerly the National Front, has borrowed millions from a Russian bank, and Ms. Le Pen has supported Mr. Putin’s annexation of Crimea in 2014, as well as his incendiary meddling that year in the Donbas region of eastern Ukraine, where just this week Russia redoubled its offensive. Her support for Mr. Putin is one thing in a time of peace and another in a time of war. THE NEW YORK TIMES: SEMUR-EN-AUXOIS, France — Marine Le Pen, the leader of France’s far-right National Rally, has worked hard during this election campaign to soften, even detoxify, her image. It seems to be working. “I think she’s full of good ideas,” Cyrielle Bernard, a 19-year-old who lives in this picturesque Burgundy town, told me one afternoon last week, chatting in the tobacconist shop where she works. Of all the candidates, she said, “I think she’s the most logical.”

President Emmanuel Macron won in Semur-en-Auxois in the first round of voting this month, but Ms. Le Pen took the larger Burgundy Franche-Comté region, with 27 percent of the vote over Mr. Macron’s 26 percent. Ms. Le Pen’s success comes from casting herself as the defender of the countryside and the working class, focusing on cost-of-living issues and defending social protections. She has also been helped by an image makeover in which she opened up about raising her children as a single mother and now combines tough talk on immigration with social media posts about her cats.

The stigma she has long carried in mainstream politics has been quickly wearing off, and people are supporting her more openly than ever before.

As I drove around rural Burgundy after the first round of voting this month, I came away with a strong sense that while Mr. Macron may well defeat her in the second round this Sunday, in many ways, Ms. Len Pen has already won. In the first round, she put Mr. Macron on the defensive and convinced almost a quarter of voters that she has their best interests at heart. Seit 2020 entsandten sie 3.000 medizinische Fachkräfte in 42 Länder, darunter Mexiko, Andorra, Südafrika, Italien, Kuwait und Frankreich, um deren medizinische Teams zu unterstützen. Diese Politik der Zusammenarbeit ist seit über 50 Jahren eine der Stärken der kubanischen Diplomatie. Sie wurde von Fidel Castro erfunden und ist noch immer der Stolz seiner Nachfolger. Sophie Wilmès: Belgian Foreign Minister Resigns to Care for Sick Husband

BBC: Belgian Foreign Minister Sophie Wilmès says she will temporarily step down to care for her husband, who has been diagnosed with brain cancer.

Ms Wilmès, who also serves as deputy prime minister, will take leave until "the end of the summer", when her family will reassess the situation.

She says she made the move "in perfect consultation with the prime minister".

In a statement, Prime Minister Alexander De Croo said Ms Wilmès's choice "commands the greatest respect".

Mr De Croo added that the minister would not officially resign from government and that her powers would, instead, be temporarily transferred to other ministers by "a royal decree".

Ms Wilmès, who served as prime minister between 2019 and 2020, married her Australian husband Chris Stone in 2009.

Nach 1945 kommen in allen vier Zonen Deutschlands Besatzungskinder zur Welt. Die Briten, Amerikaner und Russen betrachten diese Kinder als Privatangelegenheit der Deutschen, nicht jedoch die Franzosen. Sie sehen in den Kindern deutscher Mütter und französischer Soldaten einen "nationalen Schatz", der heimgeholt werden muss. Seit Jahrzehnten stagniert die Bevölkerung in Frankreich. Mit den Besatzungskindern hoffen Bevölkerungsexperten und Politiker, die demographische Entwicklung wieder ankurbeln zu können. Auf höchster Ebene wird ein ehrgeiziges grenzübergreifendes Adoptionsprogramm aufgelegt. Viele Mütter willigen ein. Sie befinden sich meist in einer prekären Lage, oftmals von der Familie verstoßen und ohne Einkommen. Mit der Gründung der Bundesrepublik kommt das Adoptionsprogramm allmählich zum Erliegen, Frankreich fürchtet zunehmend um den außenpolitischen Schaden, den es anrichten könnte. Um alle Spuren zu verwischen, fordert Frankreich Anfang der 1950er Jahre alle Akten aus den deutschen Ämtern an. Ein Grund mehr, warum es für die Betroffenen bis heute außerordentlich schwer ist, die verschiedenen Teile ihrer Biographie zusammenzufügen. Vor der Adoption ihrer deutschen Identität beraubt, wissen viele der Adoptivkinder bis heute wenig über ihre Wurzeln. Der Film begleitet zwei von ihnen bei ihrem Versuch, ihre ersten Lebensjahre in Deutschland zu rekonstruieren, und deckt dabei diesen historischen Skandal auf.

BBC: A major Conservative Party donor was listed as a director of a company secretly owned by a Russian oligarch close to President Putin.

The BBC has seen a document dated 2006 and signed "Lubov Golubeva", the maiden name of Lubov Chernukhin, a Tory donor.

Mrs Chernukhin says she "does not recall consenting in writing" to being a director of Suleiman Kerimov's firm.

Mr Kerimov, now sanctioned, previously denied any connection with Mrs Chernukhin.

Papers seen by the BBC appear to show that Mrs Chernukhin, then Lubov Golubeva, was appointed a director of offshore company Radlett Estates Limited, in 2005 - following its acquisition of a substantial property, 1 Radlett Place, in north London.

Another firm - Swiru Holding AG - was the sole shareholder of Radlett Estates. The directors of Radlett Estates were Swiss businessman Alexander Studhalter and Suleiman Kerimov's nephew, Nariman Gadzhiev.

$50bn Wiped Off Netflix’s Value as Subscribers Quit

BBC: Shares in Netflix have slumped by 35% after it revealed a sharp drop in subscribers and warned millions more are set to quit the streaming service.

It wiped more than $50bn off the firm's market value as experts warned it faced a struggle to get back on track.

Netflix faces intense competition from streaming rivals, but was also hit after it raised prices and left Russia.

Yet some cast doubt on its plans to boost growth, which include bringing in a free ad-supported service.

Viele Menschen fühlen sich zu Hause nicht sicher. Doch andere Wohnungen gibt es für sie praktisch nicht. Die Stadt ist durch jahrzehntelange Vernachlässigung zum Katastrophengebiet geworden.

Kaouther Ben Mohamed kann sich noch genau daran erinnern, wie im November 2018 die zwei Häuser im Zentrum von Marseille eingestürzt sind und acht Menschen unter sich begraben haben. Ihre Tante hat nebenan gewohnt und war stundenlang unauffindbar. Seitdem ist sie zum Sprachrohr derjenigen geworden, die hier in unwürdigen Verhältnissen wohnen.

Anastasia Baik ist eine davon. An zwei Stellen ihrer Wohnung ist die Decke eingestürzt. „In der Nacht habe ich Angst, dass uns die Balken auf den Kopf stürzen“, sagt sie, „aber die Experten der Stadt meinen, es gebe Schlimmeres.“ Oder Yasmine Khelifi. Sie war schwanger, als sie vor zwei Jahren ihre einsturzgefährdete Wohnung Hals über Kopf verlassen musste. Seither wohnt sie mit ihrer Familie in einer 2-Zimmer-Wohnung in einem Aparthotel. Doch nun droht ihr die Kündigung. „Wenn die ernst machen, lande ich mit meinen Kindern auf der Straße“, fürchtet sie.

Es sind nur zwei Beispiele von vielen, die Kaouther Ben Mohamed zum Verzweifeln bringen.

„Jahrzehntelang hat sich niemand für die Menschen im Zentrum interessiert. Erst das Unglück vor drei Jahren hat alle wachgerüttelt“, stellt sie fest. Doch es geht ihr viel zu langsam voran. Patrick Amico ist als stellvertretender Bürgermeister seit anderthalb Jahren zuständig für den Kampf gegen unwürdigen Wohnraum. „Dieses Problem ist unfassbar groß“, sagt er, „wir werden viele, viele Jahre brauchen, um es zu lösen.“ Seine größte Sorge: dass noch einmal ein Wohnhaus einstürzt. Ausschließen kann er es nicht. Immerhin greift jetzt sogar Präsident Emmanuel Macron ein, mit einem Hilfsplan für die Stadt.

Evgeny Lebedev’s nomination for a peerage was paused after advice from MI5 and was only ultimately approved with a letter advising his appointment would be controversial, the chair of House of Lords appointments commission has told MPs.

Giving evidence on Wednesday morning, Lord Bew said that MI5 had raised security concerns when the Evening Standard owner was put forward for a peerage by Downing Street in March 2020 – which prompted “a protracted period” of review.

Bew did not spell out what those concerns were to MPs on the public administration and constitutional affairs committee, but it is understood that the agencies had initially flagged up that Lebedev’s father, Alexander, was a former KGB agent, prompting the commission to press for further details.

A court has formally approved the extradition of Julian Assange to the US on espionage charges, in what will ultimately be a decision for the UK home secretary, Priti Patel.

The Wikileaks co-founder, who has the right of appeal, appeared by videolink during the Westminster magistrates court hearing, which one of his barristers described as a “brief but significant moment in the case”.

Mark Summers QC, for Assange, told the chief magistrate that he had no option but to send the case to the home secretary. It was not open, at this point, for Assange’s team to raise fresh evidence but there had been “fresh developments”, he added.

Boris Johnson’s criticism of the archbishop of Canterbury over his comments on the UK government’s Rwanda asylum policy is a “disgraceful slur”, a senior Church of England official has said.

The prime minister accused Justin Welby of having “misconstrued” the policy of sending some asylum seekers to Rwanda.

Sources close to Johnson said he accused the senior clergyman of being “less vociferous” in his condemnation of the Russian president, Vladimir Putin, than he was in his attack on the asylum policy.

Royal British Legion Apologises for Past LGBTQ+ Discrimination

The Royal British Legion has apologised for its historical refusal to acknowledge the sacrifices of LGBTQ+ British military personnel.

For decades, campaigners have accused the organisation of homophobia, claiming it sought to erase LGBTQ+ people’s contributions to British war efforts and to actively oppose queer remembrance efforts. Now, in a letter seen exclusively by the Guardian, the organisation has tried to make amends.

The note came in response to correspondence from the human rights activist Peter Tatchell, who reminded the Royal British Legion (RBL) late last year that he had written to it back in 2007 to complain about the same stance. But, he said, it had declined even to answer.

Rwanda Asylum Seeker Policy: Ex-PM Theresa May Criticises Government Plan

BBC: Former prime minister Theresa May has criticised the government's plan to send some asylum seekers to Rwanda.

Mrs May told the Commons she did not support the policy due to her concerns over whether it met standards on "legality, practicality and efficacy".

Home Secretary Priti Patel said the scheme would be "a major blow to people smugglers" and would stop people dying on dangerous routes to the UK.

The policy has been criticised by charities and opposition parties.

Mrs May, who also served as home secretary overseeing the UK's immigration policy between 2010 and 2016, asked if the trial scheme would lead to an increase in trafficking of women and children - after reports that only single men making illegal crossings to the UK would be sent to Rwanda.

Under the scheme - announced last week - people deemed to have entered the UK unlawfully will be flown to the African country, where they would be processed, and if successful, would have long-term accommodation in the African country.

Responding to a statement on migration by Ms Patel, Mrs May said: "From what I have heard and seen so far of this policy, I do not support the removal to Rwanda policy on the grounds of legality, practicality and efficacy.

Guerre en Ukraine : l’implacable avancée de l’armée russe dans le Donbass

LE MONDE : REPORTAGE | Malgré l’intensification des frappes sur les villages de cette région dans l’est de l’Ukraine, des habitants, pour l’essentiel des personnes âgées, demeurent sur place, privés d’eau, de gaz et d’électricité.

La mâchoire russe se referme sur le Donbass et déploie sa puissance de feu sur des dizaines de villages au nord du Donbass. Le président ukrainien, Volodymyr Zelensky, l’a confirmé lundi 18 avril : « Nous pouvons maintenant affirmer que les troupes russes ont commencé la bataille pour le Donbass. Une très grande partie de l’armée russe est désormais consacrée à cette offensive », a-t-il assuré dans un discours retransmis sur Telegram. « La deuxième phase de la guerre a commencé », a aussi déclaré son chef de cabinet, Andriy Yermak. Une intensification des attaques également confirmée par la Russie, qui a affirmé, mardi, avoir mené des dizaines de frappes durant la nuit.

Dans les villages de la région au cœur de l’offensive russe, des habitants font pourtant le choix de rester sur place, comme sidérés par ce spectacle terrifiant. A Iatskivka, rue de la Paix, un couple de personnes âgées, assises sur un banc, regardent démarrer en trombe une voiture filant vers la sortie du village, en direction opposée des positions russes avancées. En cette fin d’après-midi dominicale, de la splendide et apaisante pinède enveloppant le village, une série de terribles détonations retentit, assourdissante et menaçante. Dissimulée dans les bois à une distance indéterminée, l’artillerie ukrainienne se déchaîne contre l’envahisseur russe, descendant de la région de Kharkiv pour entrer dans le Donbass. Vladimir Poutine vient d’adresser une lettre à Naftali Bennett pour exiger la propriété de l’église Alexandre Nevsky, proche du Saint-Sépulcre sur la via Dolorosa à Jérusalem. Le président russe a envoyé sa missive au chef du gouvernement israélien après le vote de l’État hébreu en faveur de l’exclusion de la Russie de la commission des droits de l’homme des Nations unies, ce que fit la majorité des États membres en raison de la guerre en Ukraine.

La missive provoque un conflit diplomatique dont Israël ne veut pas. L’armée israélienne a besoin de l’accord tacite de Moscou pour continuer à bombarder en Syrie des cibles iraniennes. But they can't expect any help from the police: if they're caught the police arrest the victims and not their torturers. "The objective is to look for paedophile-minded residents and film a video that will them leave them publicly disgraced", Yekaterina Zigunova, of the group Occupy Pedofilyaj, boasts unashamedly.

The encouragement and free hand they're given is one of the more confronting features of Russia's anti-gay stance. The law has left homosexuals living in fear. Even an expression that you believe in equal rights, or any public display, could result in arrest. "Theoretically it's possible to start hauling us into the police station today", Masha Gessen says about co-habiting with her partner. But they're not giving up and see the Olympics as a great opportunity to confront Russian society. As one activist, Polina, says, "I would call on Games participants to come here and to do visible things in support of LGBT people. Only this way will we have a public discussion".

Protestanten wie Kris sind stinksauer, dass Nordirland noch immer keine Grenze zu Irland hat und Waren aus Großbritannien kontrolliert werden. Die irischen Fahnen, die sie hier verbrennen, hätten in Nordirland auch nichts zu suchen, findet Kris ...

Jedes Jahr brennen in Nordirland Scheiterhaufen. Verbrannt werden irische Fahnen, Plakate von pro-irischen Parteien und andere Symbole der Katholiken. Leanne Abernethy findet das auch in Ordnung. Sie arbeitet für eine NGO und hofft, dass es in der Gegend rund um Ballymoney am 11. Juli, dem Abend vor dem „Orangemen’s Day“, zu keinen größeren Unruhen kommt. „Wir wollen vor allem verhindern, dass auf den Straßen randaliert wird.“

Dass dieses Fahnenverbrennen Hass schürt, lässt sie nicht gelten. Das habe lange Tradition und sei Teil der Kultur der Loyalisten. Ginge es nach ihr, könnten ruhig auch Europa-Fahnen mit verbrannt werden, denn weder Irland noch die Europäische Union hätten das Recht, den Nordiren irgendetwas vorzuschreiben.

Kris baut seit Monaten an einem Scheiterhaufen. 20 Meter hoch sind die Paletten, dazwischen hunderte Autoreifen. Das Feuer, das anlässlich der Schlacht am Boyene entzündet wird, als Wilhelm der III. die Katholiken besiegte, soll endlich wieder so groß werden, wie vor der Corona-Pandemie. Kris lebt in Coleraine. Hier sind die meisten Protestanten, und viele von ihnen sind enttäuscht, dass das Vereinigte Königreich keinen „harten Brexit“ vollzogen hat. Statt der harten Grenze zu Irland gibt es Kontrollen in der Irischen See, also zum britischen Festland.

Die meisten hier sind unmittelbar vom Konflikt zwischen Protestanten und Katholiken betroffen, haben Opfer der „Troubles“ im engsten Familienkreis zu beklagen. Der lange Weg der Versöhnung wurde durch den Brexit noch einmal massiv gestört, und an Tagen wie dem 12. Juli spricht kaum jemand von Versöhnung.
