SPIEGEL ONLINE: Die Bayern stimmten für das strengste Rauchverbot Deutschlands - Nichtraucherschützer verlangen jetzt bundesweit qualmbefreite Kneipen. Die Politik müsse das strikte Verbot im Arbeitsschutzgesetz einheitlich verankern, fordern sie.

Köln - In Bayern darf in Gaststätten, Kneipen und Bierzelten nicht mehr geraucht werden - ohne Ausnahmen. Nach dem Volksentscheid wollen die Initiatoren des strikten Rauchverbots bundesweit aktiv werden.

Das kündigte der Sprecher des "Aktionsbündnisses "Ja zum Nichtraucherschutz", Sebastian Frankenberger, im Deutschlandfunk an. Der Ausgang des Volksentscheids in Bayern habe gezeigt, dass die Bürger einen klaren Nichtraucherschutz wollten, sagte er zur Begründung. "In Berlin, Hamburg und Nordrhein-Westfalen - überall stecken Volksinitiativen in den Kinderschuhen." Die Politik sei gefordert und müsse ein striktes Verbot über ein Arbeitsschutzgesetz bundesweit einheitlich umsetzen, so Frankenberger.

Frankenberger, Lokalpolitiker der Ökologisch-Demokratischen Partei ÖDP, sieht auch die Basisdemokratie durch den Volksentscheid maßgeblich gestärkt. Es habe sich gezeigt, dass der Bürger wirklich mündig sei zu entscheiden und sich über Sachthemen informieren könne. Frankenberger forderte daher, auch auf Bundesebene direkte Mitbestimmung einzuführen.

Bei dem Referendum in Bayern hatten am Sonntag 61 Prozent der Wähler dafür gestimmt, das Qualmen in Gaststätten, Kneipen und Bierzelten komplett zu verbieten. "Dass wir so klar gewinnen, hat uns alle schon ein bisschen überrascht. Wir sind wahnsinnig stolz auf das bayerische Volk", sagte Frankenberger. Hamburg/München - Nach dem Volksentscheid in Bayern, der das strengste Rauchverbot in Deutschland nach sich ziehen wird, hoffen die Nichtraucherschützer jetzt auf ein striktes Rauchverbot in der Gastronomie in ganz Deutschland. Die überragende Mehrheit der bayerischen Bürger habe gezeigt, dass sie einen strengen Nichtraucherschutz wolle. Das dürfte in anderen Bundesländern nicht anders sein, sagte der Sprecher des Aktionsbündnisses Nichtraucherschutz, Sebastian Frankenberger, am Montag. Frankenberger forderte die Politik auf, über ein verschärftes Arbeitsschutzgesetz ein striktes Rauchverbot jetzt bundesweit umzusetzen.

Der von Frankenberger und der Ökologisch-Demokratischen Partei (ÖDP) initiierte Volksentscheid war am Sonntag mit 61 Prozent Zustimmung erfolgreich. Ab dem 1. August darf damit ohne Ausnahme in öffentlichen Räumen in Bayern nicht mehr geraucht werden. Nur 39 Prozent der Wähler stimmten für einen Beibehalt der bisherigen Regelung, die wie in den meisten anderen Bundesländern auch das Rauchen etwa in Eckkneipen oder gesonderten Raucherzimmern in Restaurants und Diskotheken erlaubte.

Das zu einem erheblichen Teil von der deutschen Zigaretten- und Tabakindustrie gesponserte Gegenbündnis "Bayern sagt Nein", räumte am Montag seine Niederlage ein. Es sei offenbar nicht gelungen, ausreichend Raucher unter den Wählern zu mobilisieren. Für das Bündnis engagierte sich unter anderem der Deutsche Zigarettenverband (DZV), der Verein Mittelständische Unternehmen der Tabakwirtschaft (MUT) oder auch der Verband der deutschen Rauchtabakindustrie (VdR).

Enttäuscht vom Wahlergebnis zeigte sich MUT-Geschäftsführer Frank Hidien. "Das klare Ergebnis überrascht mich doch. Denn kurz vor dem Volksentscheid hatten Meinungsumfragen noch ein Kopf-an-Kopf-Rennen erwarten lassen", sagte Hidien im Gespräch mit manager magazin. No 4 on Nazi Most Wanted List Dies Before Trial
THE TELEGRAPH: A 90-year-old former SS sergeant who was No 4 on the most wanted list of Nazi war criminals has died in Germany before his case came to trial.

Adolf Storms died at his home in the western city of Duisburg on June 28, according to German authorities.

Storms, who worked unnoticed for decades as a train-station manager, was charged by Brendel's office last November with 58 counts of murder for alleged involvement in a wartime massacre of Jewish forced labourers in Austria.

The bizarre council diktat is the latest example of bureaucrats taking an extreme decision to avoid upsetting a minority group.

Residents are outraged after council chiefs ordered the windows of their glass-panelled swimming pool to be blacked out after complaints were received from Muslim groups.

That has meant all swimmers at Darlaston Leisure Centre in Walsall, West Midlands, have been forced to swim in a darkened, gloomy pool.

The centre won plaudits from architects for its “ultra-modern” design when it opened to the public 10 years ago.

But now council staff have covered ground-level ­windows with opaque film at a cost of £1,400 following complaints, mainly from Muslims concerned that they might be spotted in their swimwear.

THE INDEPENDENT: The killing of Mohamed Msallem shocked a nation. Two months on, Robert Fisk visited Ketermaya to find out what his death says about Lebanon

They didn't hang him from a tree," the police chief insisted to me. "They put a butcher's hook through his throat and hanged him from an electricity pole – that one, over there."

And sure enough, just opposite the clean little mosque of Ketermaya, stands the rusting pylon upon which Mohamed Msallem met his terrible end. His victims – two little girls and their grandparents – lie in their graves a few metres away, plastic flowers blessing the grey earth, not far from the tomb in which half their family were buried almost 30 years ago, among the 50 victims of an Israeli air attack.

Tragedy afflicts this little village. Conscience, too. Msallem was strung up by the people of Ketermaya, seized from the cops who had brought him back to the scene of the crime, stripped to his pants and then paraded through the streets to the taunts of the villagers, butchered by the peace-loving civilians who can still not believe what they did.

The lynching on 29 April shocked Lebanon. A country that has shrugged off its civil war – and is trying to ignore the next Hizbollah-Israeli conflict – is supposed to have reverted to tourism, Crusader castles and Roman ruins and fine restaurants. Share[s] in BP rose 3.5pc to 333.3p in London, following weekend speculation that the company had been in contact with sovereign wealth funds about them buying stakes.

Shokri Ghanem, the chairman of Libya's National Oil Corporation, told a newswire that: "BP is interesting now with the price lower by half and I still have trust in BP. I will recommend it to the Libyan Investment Authority."

He later added: "I think that BP shares are good value for bargain hunters,"

BP denied that it was planning to issue any new equity, but a weighty shareholder buying up stock on the open market could still help provide a floor on the company's plummeting share price. It declined to comment on any talks with sovereign wealth funds.

The oil giant has lost half of its market value since the Deepwater Horizon rig exploded and sank on April 20, triggering a catastrophic leak. Wilders' Security Breached
RADIO NETHERLANDS WORLDWIDE: Special agents have succeeded in smuggling a firearm into the heavily-guarded offices of Geert Wilders' Freedom Party in the parliament buildings in The Hague. A source confirmed the operation, which took place several weeks ago, in Monday's edition of the Dutch daily De Telegraaf.

The newspaper report says the operation was carried out by the Special Security Assignments Brigade (BSB), a special unit of the Military Police. The test was carried out following a complaint from Mr Wilders that his security was inadequate.

Avorter en Espagne devient un droit
LE MONDE: Les Espagnoles peuvent désormais avorter librement. Une loi, qui entre en vigueur lundi 5 juillet, autorise les interruptions de grossesse à 14 semaines sans justification, et jusqu'à 22 semaines s'il existe un risque pour la santé de la mère ou si le fœtus présente des malformations.

Jusqu'à présent, la loi n'autorisait l'avortement qu'en cas de viol (12 semaines), de malformations du fœtus (22 semaines) ou de "danger pour la santé physique ou psychologique de la mère" (sans limitation de temps). L'immense majorité des avortements réalisés en Espagne étaient pratiqués pour "risque psychologique". Un entretien avec un spécialiste était dans ce cas nécessaire pour avorter. Selon les médias espagnols, certains médecins auraient accepté de faire passer des patientes pour "fragiles psychologiquement" afin de les laisser interrompre leur grossesse, parfois contre rémunération. Quelque 115 000 avortements ont eu lieu en Espagne en 2008, selon le ministère de la santé espagnol.

Le texte doit entrer au vigueur ce lundi, mais le le Tribunal constitutionnel a accepté d'examiner le recours soumis par l'opposition de droite, le Parti populaire. Le PP estime que le droit à l'avortement est inconstitutionnel, violant un article selon lequel "chacun a le droit de vivre". Le gouvernement espagnol, lui, semble confiant quant à la viabilité juridique de son texte. The pictures of mostly clean-shaven male models sporting short hair, some styled with gel, are contained in a "journal of Iranian hairstyles approved by the ministry of (culture and Islamic) guidance".

"The proposed styles are inspired by Iranians' complexion, culture and religion, and Islamic law," said Jaleh Khodayar, who is in charge of a Modesty and Veil Festival later this month where they are to be promoted.

Long hair and ponytails are definitely out this summer - though a dab of gel is acceptable, according to the country's morality police.

A photographic catalogue of permissible 'Islamic' hairstyles is to be published and promoted later this month at the 'Modesty and Veil Festival'.

Iran’s dour Ministry of Culture and Islamic Guidance has given the project its vital seal of approval.

'The proposed styles are inspired by Iranians’ complexion, culture, religion and Islamic law,' said Jaleh Khodayar, the festival’s female organiser.

A tantalising foretaste of what is folically acceptable was provided by Iranian news agencies yesterday, which carried pictures of mostly clean-shaven male models sporting short hair.

Hardliners have frequently raged against youths with 'decadent Western cuts'.

But the red lines governing male grooming have never been clearly identified – until now.

Those aping the elaborate styles of some millionaire European football stars have been hauled off to police stations where their beloved locks have been unceremoniously and inexpertly shorn.

First-time offenders braving a close shave with the law get off with an unflattering short-back-and-sides.

Manuscript Found in Ethiopian Monastery Could Be World's Oldest Illustrated Christian Work
THE TELEGRAPH: A manuscript found in a remote Ethiopian monastery could be the oldest illustrated Christian work in the world, experts have claimed.

Originally thought to be from around the 11th century, new carbon dating techniques place the Garima Gospels between 330 and 650 AD.

The 1,600 year-old texts are named after a monk, Abba Garima, who arrived in Ethiopia in the fifth century.

Nick Clegg Unveils Election Reform Plans
THE TELEGRAPH: Sweeping reforms to parliamentary constituencies will be introduced alongside moves to change the voting system, Deputy Prime Minister Nick Clegg announced today.



Previously the Government had mooted increasing the threshold from a simple majority to 55 per cent of MPs, Mr Clegg said.

The announcement will further antagonise opponents of the change - including Tory backbencher David Davis - who claim Parliament's ability to throw out a failing government is being compromised.

Mr Clegg also set out plans for the House of Commons to be reduced from 650 to 600 MPs after a review of boundaries, saving £12 million a year.

The Government's proposed boundary review, equalising the size of all but two constituencies, would be in place in time for its planned 2015 general election, he said.

THE TELEGRAPH: The fifth most wanted Nazi fugitive is living out his old age safe within Germany, despite being wanted in Britain and the Netherlands on war crimes charges.

Klaas Faber, now 88, volunteered for Adolf Hitler's notorious SS during the Second World War and worked as part of a Gestapo death squad.

Despite being sentenced to death for his crimes in 1947, Faber is immune from prosecution because he escaped from prison in the Netherlands in 1952 and fled back to Germany.

Demands by Britain and other nations to hand him over have since been rejected by Germany, according to the Sun.

Faber, who was born in the Netherlands, is immune from extradition because he was granted German citizenship by Hitler.

Dazu hat mich ein Diskussionsteilnehmer auf die Antworten der American Psychological Association hingewiesen. "Are children of lesbian und gay parents likely to have problems with social relationships?" Antwort: "evidence indicates, that... childeren enjoy a social life that ist typical of their age..." Auch über allfällige Probleme mit der sexuellen Identität ist nicht viel Repräsentatives bekannt. Es heisst wörtlich: "Few studies are available regarding children of gay fathers". Die Datenlage ist wenig aussagekräftig, und die Studien sind meist von Soziologen bzw. Sozialwissenschaftern gemacht, die nie die seelische Entwicklung bis ins Erwachsenenalter erfassen. Pour Roselyne Bachelot, c’est un «mauvais coup porté à la santé publique de nos concitoyens.» Lundi matin, deux marques de cigarettes et une de tabac à rouler ont vu leurs prix diminuer, de 20 à 25 centimes d’euros. Cette baisse va totalement à l’encontre des campagnes régulières d’augmentation des prix des cigarettes, visant à réduire la consommation de tabac des Français. En novembre dernier, les fumeurs ont commencé à payer leurs cigarettes 6% de plus qu’avant. Aujourd’hui, les paquets de Lucky Strike et de Rothmans vont passer de 5,30 euros à 5,10 euros, tandis que les paquets de tabac à rouler Drum passent de 7 euros à 6,65 euros. La ministre de la Santé Roselyne Bachelot, interviewée par RTL dimanche, s’est dite «absolument scandalisée» par la décision du fabricant British American Tobacco. La Turquie hausse le ton contre Israël

Ce durcissement d’Ankara a été exprimé par le chef de la diplomatie, Ahmet Davutoglu, cité par la presse, et ce malgré une rencontre secrète la semaine dernière entre lui et un ministre israélien qui laissait présager un léger réchauffement entre les deux pays, liés par un partenariat stratégique.

Jusqu’à présent, les Turcs n’avaient pas évoqué l’éventualité d’une rupture diplomatique même si les relations bilatérales, jadis qualifiées d’exemplaires, ont été sérieusement endommagées après le raid, le 31 mai, dans les eaux internationales, d’un convoi maritime humanitaire à destination de Gaza qui avait fait neuf morts turcs.

La Turquie a rappelé son ambassadeur et annulé des exercices militaires avec Israël.

M. Davutoglu, qui s’exprimait devant des journalistes dans l’avion le ramenant d’un voyage au Kirghizstan, a exhorté Israël à s’excuser ou à accepter les conclusions d’une commission d’enquête internationale. Sinon, a-t-il averti, «les relations seront rompues». >>> AFP | Lundi 05 Juillet 2010
