SPIEGEL ONLINE INTERNATIONAL: Controversial Dutch politician Geert Wilders was acquitted of inciting hatred against Muslims by a court in Amsterdam on Thursday. But the right-wing populist's statements and the verdict have reignited the debate over free speech.

His supporters have hailed Geert Wilders' acquittal as a victory for free speech, while his many detractors have slammed the decision not to punish a man who described Islam as "fascist." The Dutch right-wing populist politician was cleared of inciting hatred against Muslims by a court in Amsterdam Thursday after the judge ruled that his comments -- which also included comparing the Koran to Hitler's "Mein Kampf" -- were "acceptable within the context of public debate."

In his verdict, leading judge Marcel van Oosten said that while Wilders' statements were indeed offensive to Muslims, they were also part of a legitimate political discussion. Wilders' claim that Islam is a violent religion and his demands for a ban on Muslim immigrants should be viewed in the context of the larger societal debate over immigration policies, the judge argued.

The verdict has sparked a re-examination of free speech in a multicultural Europe, with some asking just how far the basic democratic right to speak one's mind actually extends.

We are living through the self-extinction of the European civilization that shaped the age we live in. In his new bestselling book “Civilization,” renowned Harvard historian Niall Ferguson writes: “If the Muslim population of the UK were to continue growing at an annual rate of 6.7% (as it did between 2004 and 2008,) its share of the total UK population would rise from just under 4% in 2008 to 8% in 2020, to 15% in 2030 and to 28% in 2040, finally passing 50%in 2050.”

Ferguson is not alone in using the term “Eurabia” to describe an Islamicized, senescent European continent. Historian Bat Ye'or spent her career studying the phenomenon and Professor Bernard Lewis told German daily Die Welt that “Europe will have Muslim majorities at the latest by the end of the 21st Century.”

The global number of Muslims is expected to jump by 35% in the next 20 years, growing twice as fast as the non-Muslim population, according not to these “Eurabia mongers,” but to the famous US Pew Forum, which published projections Muslim population growth between 2010 and 2030.

The most frightening figures are in Europe. Some of the biggest increases in Europe’s Muslim population in absolute numbers over the next 20 years are expected to occur in the United Kingdom, France, Italy and Germany. The Muslim populations in Italy and Sweden are projected to “more than double in size.” Cardinal Angelo Bagnasco, President of the Italian Episcopal Conference, warned about Italy’s “slow demographic suicide” and Italian Father Piero Gheddo, a doyen of Vatican’s missionaries, warned that "Europe will be dominated by Islam in the space of a few generations."

A low European fertility rate, massive immigration from Muslim countries and a confident Islamist minority are turning the cradle of Western civilization into its grave. Britain and the rest of the European Union are ignoring a demographic time bomb: a recent rush into the EU by migrants, including millions of Muslims, will change the continent beyond recognition over the next two decades, and almost no policy-makers are talking about it.

The numbers are startling. Only 3.2 per cent of Spain's population was foreign-born in 1998. In 2007 it was 13.4 per cent. Europe's Muslim population has more than doubled in the past 30 years and will have doubled again by 2015. In Brussels, the top seven baby boys' names recently were Mohamed, Adam, Rayan, Ayoub, Mehdi, Amine and Hamza.

Europe's low white birth rate, coupled with faster multiplying migrants, will change fundamentally what we take to mean by European culture and society. The altered population mix has far-reaching implications for education, housing, welfare, labour, the arts and everything in between. It could have a critical impact on foreign policy: a study was submitted to the US Air Force on how America's relationship with Europe might evolve. Yet EU officials admit that these issues are not receiving the attention they deserve.

Jerome Vignon, the director for employment and social affairs at the European Commission, said that the focus of those running the EU had been on asylum seekers and the control of migration rather than the integration of those already in the bloc. "It has certainly been underestimated - there is a general rhetoric that social integration of migrants should be given as much importance as monitoring the inflow of migrants." But, he said, the rhetoric had rarely led to policy.

The countries of the EU have long histories of welcoming migrants, but in recent years two significant trends have emerged. Migrants have come increasingly from outside developed economies, and they have come in accelerating numbers.

The growing Muslim population is of particular interest. This is not because Muslims are the only immigrants coming into the EU in large numbers; there are plenty of entrants from all points of the compass. But Muslims represent a particular set of issues beyond the fact that atrocities have been committed in the West in the name of Islam.

America's Pew Forum on Religion & Public Life, part of the non-partisan Pew Research Center, said in a report: "These [EU] countries possess deep historical, cultural, religious and linguistic traditions. Injecting hundreds of thousands, and in some cases millions, of people who look, speak and act differently into these settings often makes for a difficult social fit."

How dramatic are the population changes? Everyone is aware that certain neighbourhoods of certain cities in Europe are becoming more Muslim, and that the change is gathering pace. Immigration Made America Strong - But It Threatens to Ruin Europe
MAIL ONLINE: Are Britain and Europe being swamped, overrun, defeated by a wave of mostly Muslim immigrants and their descendants? Or are Europe's ethnic problems the figment of a febrile political imagination - something created by racism, dishonesty and manipulation by extremist parties such as the BNP? Those are not the only two possibilities, of course, although a lot of people behave as if they are.

Both sides will take lots of fodder for their arguments from a study released last week by the highly reliable Pew Forum On Religion And Public Life. According to the report, there are now 1.6billion Muslims, a quarter of the world's population.

And they are distributed in surprising ways - there are more Muslims in Germany than in Lebanon, for example. Recent projections by the British Government show the population rising to 71 million within 20 years, due mainly to migration.

But Europe's (and Britain's) problems with Muslim migration are not mostly demographic. The Pew study shows the world's Christian population is growing too, to 2.25 billion.

It is possible, though, to have grave problems with immigration that do not involve either the wipe-out of a culture or the disappearance of a population.

Europe opened the door to mass immigration in the Fifties and discovered - as the United States did before it - that it is impossible to open that door just a fraction. Immigration, though intended as a solution to a short-term labour crisis, has become, without anyone particularly wanting it to be, a permanent feature of the landscape.

One of the most amazing statistics in the history of European immigration is that the number of foreign residents in Germany rose steadily between 1971 and 2000 - from three million to about 7.5million - but the number of employed foreigners did not budge. It stayed rock-steady at around two million.

Multi-ethnic societies can be good societies. But the transition puts a strain on institutions, on trust in government, and on a sense of identity.

Not every society makes that transition successfully. In my book, Reflections On The Revolution In Europe, I tried to describe how this process is working - or, more often, not working.

Revolution is not too strong a word. It well describes what occurred in America between 1840 and 1925, when millions of Catholic immigrants arrived, transforming a largely Protestant society.

The need to accommodate them made the United States replace one kind of society with another. We may like the result, but it would have been absurd to expect those born into pre-immigrant 19th Century America to rejoice at the disruption.

However, the transition has given America an edge in the present era of mass migrations. That is not America's only advantage, of course. The 'tone' of current US immigration is set by various Latin American cultures; that of European immigration is set by various Muslim cultures.

TIMES ONLINE: A top Libyan official once expelled from Britain for plotting the deaths of exiled dissidents rode to the defence of the British Government over Lockerbie yesterday.

In one of the few interviews he has given, Musa Kusa, the Libyan Foreign Minister and long-time member of Colonel Muammar Gaddafi’s inner circle, told The Times that he was astonished by the controversy over the release of Abdul Baset Ali al-Megrahi, the Lockerbie bomber.

“Where is the human rights, the compassion and mercy? The man is on the verge of death,” Mr Kusa said in a midnight conversation in his plush, chilled office in the centre of baking Tripoli.

He flatly denied any link between al-Megrahi’s release and British commercial interests in his oil-rich state and said that Libya was grateful to the British and Scottish governments for their humanity. “You should not do an injustice to the British Government. It was nothing to do with trade,” he said. “If we wished to bargain we would have done it a long time ago.”

Mr Musa, likewise, said that the row over al-Megrahi’s rapturous reception at Tripoli airport was the result of a cultural misunderstanding: such greetings were a Libyan custom. “I can’t say to [al-Megrahi’s] friends and tribe, ‘Don’t go there’,” he said. Not one Libyan official went to the airport, he added, and the reception was, by Libyan standards, “low key”.

He emphasised that Libya was eager to strengthen its relationship with Britain despite the present friction.

Mr Kusa, the Libyan foreign intelligence chief for 15 years before becoming Foreign Minister, is the embodiment of his country’s transition from rogue state to something approaching international respectability.

In 1980, when he was head of the Libyan diplomatic mission in London, he was expelled from Britain for allegedly organising the killing of exiled opponents of Colonel Gaddafi’s regime. In later years he was accused of complicity in the 1998 Lockerbie bombing, the destruction of a French airliner over Niger in 1989, the Berlin disco bombing that led to the US bombing of Tripoli in 1986 and much else besides. He was high on the British and US terrorism blacklists.

Today Mr Kusa is received at the highest levels in London and Washington. He negotiated the conditions of Libya’s $2.7 billion compensation payment to families of the Lockerbie victims. In the refined surroundings of the Travellers Club in Pall Mall, he negotiated the dismantling of Libyan weapons of mass destruction.
