Plan de paix américain pour l’Ukraine : que contient la contre-proposition européenne ?
LE FIGARO : Reuters a dévoilé un plan européen, porté par l’Allemagne, la France et le Royaume-Uni pour mettre fin à la guerre en Ukraine.
Deux plans, mais peu de différences. L’Allemagne, la France et le Royaume-Uni ont rendu publique leur version d’un plan de paix, dévoilé par Reuters dimanche. Il se fonde sur celui de Donald Trump, annoncé la semaine dernière. Le président américain avait fait savoir ce week-end que «ce n’est pas [s]on offre finale», mais qu’il aimerait «parvenir à la paix. Cela aurait dû se produire il y a longtemps». La version européenne comprend elle aussi vingt-huit points. Pour l’heure, le plan américain comporte plusieurs demandes inacceptables pour l’Ukraine.
Les puissances européennes rejettent d’abord la proposition américaine de limiter la taille de l’armée ukrainienne à 600.000 soldats et veulent l’augmenter à 800.000, soit sa taille actuelle, selon plusieurs experts. Une modification importante, puisque les deux plans insistent pour ne pas stationner de troupes de l’Otan sur le territoire ukrainien. Fresh talks on the future of the war in Ukraine are under way - with delegations from the US, Ukraine, and its European allies holding discussions in Geneva.
Andriy Yermak, a Ukrainian official, says the mood is constructive. And a US official tells the BBC there’s optimism - and momentum, as he put it. But what’s on the table is a 28-point peace proposal for Ukraine that reflects Russia’s key demands. Everything from Ukraine abandoning hard-defended land, to a ban on joining NATO. And US President Donald Trump has given Kyiv until Thursday to sign up.
Met with dismay in Ukraine, the deal’s controversial even in the US - where Secretary of State Marco Rubio had to confirm that this is in fact a US proposal, and not one written by the Kremlin.
Rubio is here today, as are officials from the European Union and UK anxious to ensure that if this is a starting point for a lasting peace deal - a big if - then Ukraine’s voice, and those of all its allies, must be heard.
Marco Rubio is playing a very strange role here, isn’t he? In fact, his roles keep changing, it seems. One of his roles is as warmonger, stoking the fires and tensions of the US with Venezuela, yet here in Europe, he is trying to play the peacemaker, trying to negotiate a peace deal between Russia and Ukraine! The World Health Organization says smoking results in the death of eight million people every year. That’s one reason why you’ll now often hear tobacco companies promoting the switch to e-cigarettes, with claims that these are less harmful to our health.
It’s first and foremost young people who believe the industry’s promises, thereby taking the first step on the road to addiction. After all, nicotine is an addictive substance. And although it may taste better than tobacco, puffing on a vape is still going to get you hooked in precisely the same way as smoking a regular cigarette.
The film investigates the cynicism of an industry that not only accepts this, but also deliberately aims for it.

Recent research estimates that SSBs are linked to over 330,000 deaths per year globally. Sugar consumption is a significant factor in cardiovascular diseases and diabetes, which are leading causes of death worldwide.
This figure is an estimate of preventable deaths, suggesting how many fewer people would die if sugary drinks were not consumed at all, and it is based on links to specific diseases:
• 133,000 deaths from diabetes
• 45,000 deaths from cardiovascular (heart) disease
• 6,450 deaths from cancers
