THE NEW YORK TIMES: An unusual winter heat wave has brought record high temperatures to cities across Argentina, Chile and Paraguay this week, triggering concerns about the impacts of climate change.
Residents of Buenos Aires were wearing shorts and fanning themselves as they struggled to cope with unusual heat on Tuesday. By Thursday, they were back in the jackets and scarves that they would normally wear at this time of the year.
The sudden change in wardrobe was the result of a heat wave gripping portions of South America, including Argentina, Chile and Paraguay, that are supposed to be experiencing winter.
Argentina’s capital city broke an 81-year-old daily temperature record on Tuesday, when the high reached 86 degrees Fahrenheit (or 30 degrees Celsius), according to the national weather service. Normally, highs in Buenos Aires this time of year are in the 60s.
“Climate change is not a distant scenario,” the service said in a Facebook post on Tuesday. “It is here, and it is urgent to act.”

Cerberus Heatwave: Hot Weather Sweeps across Southern Europe
BBC: A heatwave is sweeping across parts of southern Europe and north-west Africa, with potential record-breaking temperatures in the coming days.
Temperatures are expected to surpass 40C (104F) in parts of Spain, France, Greece, Croatia and Turkey.
In Italy, temperatures could reach as high as 48.8C (119.8F). A red alert warning has been issued for 10 cities, including Rome, Bologna and Florence.
On Tuesday, a man in his forties died after collapsing in northern Italy.
Italian media reported that the 44-year-old worker was painting zebra crossing lines in the town of Lodi, near Milan, before he collapsed from the heat. He was taken to hospital where he later died.
"We are facing an unbearable heatwave," Italian politician Nicola Fratoianni tweeted.
"Maybe it's the case that in the hottest hours, all the useful precautions are taken to avoid tragedies like the one that happened today in Lodi."

Several towns and cities in France have recorded their highest-ever temperatures as nearly 2,000 firefighters continued to battle huge blazes in the south-west and a searing heatwave gripping much of western Europe moved north and east.
Nantes, near the Atlantic coast, recorded 42C on Monday, beating a previous high of 40.3C set in 1949, while Brest, in Brittany, hit 39.9C, more than four degrees higher than its 2002 record of 35.1C.
Night-time temperature records were also set, including at La Hague in Normandy where 32.8C was recorded at 3am on Tuesday. Officials said France’s entire west coast, from Landes in the south to Finistère in the north, was affected.
Records were expected to be smashed again on Tuesday, meteorologists said, as the mass of hot air, the second to engulf large parts of the continent in recent weeks, moved north and east into eastern France, Belgium, the Netherlands and Germany. Continental Europe Braced for 'Potentially Dangerous' Heatwave
A potentially record-breaking heatwave is forecast to grip much of continental Europe next week, with temperatures in cities from Spain to Germany set to exceed 32C and climb to more than 38C or even 40C in the hottest areas.
The combination of a storm stalled over the Atlantic and high pressure over central Europe would pull very hot air from Africa northward, leading to a “potentially dangerous heatwave over a large portion of western and central Europe”, forecaster AccuWeather said.
In France, temperatures of between 35C and 40C are expected across most of the country except Brittany from Monday, Météo-France said, and are unlikely to fall below 20C overnight.

THE TELEGRAPH: The US, Germany and France have asked citizens to avoid travel to Moscow as Russia struggles to battle wildfires which have claimed 52 lives and choked the capital.
Germany closed its embassy until further notice and advised citizens against "non-essential" travel to the affected regions.
The US State Department asked nationals to seriously review travel plans.
"Forest fires and extreme high temperatures in the Moscow region and surrounding areas of central Russia have produced hazardous levels of air pollution and caused numerous flight delays and cancellations in Moscow," the department said in a warning set to expire on September 5.
"The hazardous air quality means that persons with heart or lung disease, older adults, and children should remain indoors and keep activity levels low. Everyone should avoid prolonged or heavy exertion outdoors," it said.
The French foreign ministry also asked citizens to avoid travel to nine affected regions and announced it was sending experts to determine "the most adequate aid" it could offer.
