Germany to Push for Compulsory EU Quotas to Tackle Refugee Crisis
Germany is to push for more ambitious and extensive common European policies on the refugee crisis, according to policymakers in Berlin, with compulsory and permanent EU quotas for sharing probably hundreds of thousands of people to be brought to Europe directly from the Middle East.
New European powers replacing some national authority over border control, and the possible raising of a special EU-wide levy to fund the new policies are also on Berlin’s agenda.
The plans, being prepared in Berlin and Brussels, are certain to trigger bitter resistance and major clashes within the EU. Berlin backs European commission plans to make the proposed scheme “permanent and binding”. But up to 15 of 28 EU countries are opposed.
The plans will not apply to the UK as it is not part of the EU’s passport-free Schengen zone and has opted out of EU asylum policy, saying it will not take part in any proposed European refugee-sharing schemes. » | Ian Traynor in Berlin | Friday, October 23, 2015

EXPRESS: SLOVAKIA'S prime minister has threatened to leave the European Union over quotas to accept refugees fleeing war-torn countries.
Robert Fico warned that his country will head for the exit if the EU fails to impose a policy to deal with the influx of refugees entering Europe.
The EU is currently confused on how to deal with the record numbers of refugees, with policy makers left undecided on how to best tackle the situation.

Relocation Agreement: EU Votes for Refugee, Migrant Quota Plan
Refugee Crisis: EU Divided as Hungary Attacks Migrant Quota as 'Unrealisable and Nonsense'
The EU migrant quota plan to relocate thousands of migrants across the continent is “unfeasible, unrealisable and nonsense”, Hungary's foreign minister said, as Europe's east-west division was laid bare on Wednesday.
As EU leaders meet in Brussels on Wednesday to approve a plan to relocate 120,000 attacked by eastern European countries, Péter Szijjártó called the quota scheme a waste of time.
Romania, Czech Republic, Slovakia and Hungary voted against the plan to take in refugees and migrants from Italy and Greece but it was forced through on Tuesday.
Under the European Commission president Jean-Claude Juncker's plan, Hungary would receive 1,294 of the 120,000 to be shared by the EU countries. But instead, the Hungarian government supports a pan-EU Greek border protection initiative which would deploy helicopters and infrared cameras to catch migrants, with Frontex and Greece setting numbers on troops and border guards.
Budapest suggested that the EU should then fund refugee camps for Syrians and finance new camps if required.
Mr Szijjártó described the plan as a waste of time and said: "The plan is unfeasible, unrealisable and nonsense."
He added: “This is the beginning of a new world order; we are not talking about a refugee crisis, but about a wave of mass migration."

'You've Simply Got It Wrong' Farage Blasts EU's Juncker as He Dishes Out Refugee QUOTAS
EXPRESS: NIGEL Farage has blasted the European Union for allowing migrants to "flow" into Europe in "biblical proportions" as Jean-Claude Juncker sets out COMPULSORY refugee quotas to share 160,000 asylum seekers.
European Commission president Jean-Claude Juncker has called for solidarity from the EU's 28 member states in responding to Europe's worst migration crisis since the Second World War.
Criticising Europe's failure to come up with a united response to the hundreds of thousands of refugees arriving on its shores, Mr Juncker said quotas will now be "compulsory".
He took a swipe at David Cameron's refusal to voluntarily sign up to the quota, saying he hoped this time "everybody will be on board".
As he dishes out quotas for each country in the Schengen open borders arrangement, Ukip leader Nigel Farage said: "Mr Juncker you've simply got this wrong."
He said his stark warning in April, that the terms of the European Common Asylum Policy were set so wife [sic] that "anyone who sets a foot on EU soil can stay".
