He has also offered to put convicted American criminals in El Salvador's Mega Prison. Bukele has overseen a sharp fall in gang crime in El Salvador. But arbitrary arrests, custodial torture and extrajudicial killings have been on the rise. Will the US send its criminals to a Black Site in El Salvador?
