It comes following high-level talks in Saudi Arabia where Russia's Foreign Minister Sergei Lavrov met US Secretary of State Marco Rubio.
The four-hour meeting was "positive, constructive", a Russian at the talks said.
Neither Ukraine nor Europe were invited.
