Rhetoric Shift: Germany Imposes Stricter Rules on Refugees after Cologne Sex Assaults

Chancellor Angela Merkel is expected to discuss the string of mass sexual assaults on New Year's Eve in cities across Germany, when she speaks in parliament later on Wednesday.
