Defying Congress, Trump Moves to Cut $4.9 Billion in Foreign Aid
THE NEW YORK TIMES: The White House notified Congress that it plans to use a legally untested maneuver to circumvent lawmakers and claw back more money for foreign aid programs.
The White House has informed Congress it intends to cancel $4.9 billion that lawmakers approved for foreign aid programs, invoking a little-known and legally untested power to slash spending without their approval.
The 15-page notification, sent to Congress on Thursday night and reviewed by The New York Times, is the administration’s first effort to push through what is known as a “pocket rescission.” It is an effort to unilaterally claw back money that has already been appropriated by waiting so late in the fiscal year to make the request that lawmakers do not have time to reject it before the funding expires.
The fiscal year ends on Sept. 30, before the 45-day period in which Congress is required to consider a rescission request from the White House. Republicans could bring the matter to a vote sooner, but party leaders have shown little appetite for resisting the president’s spending demands and asserting their own prerogatives.

The US’s top public health agency was plunged into chaos on Wednesday after the Trump administration moved to oust its leader Susan Monarez, sworn in less than a month ago, as her lawyers said she would not resign and that she was being “targeted” for her pro-science stance.
Monarez, the director of the Centers for Disease Control and Prevention (CDC), was ousted on Wednesday evening, according to a statement from Department of Health and Human Services (HHS) that offered no explanation its decision.
“Susan Monarez is no longer director of the Centers for Disease Control and Prevention. We thank her for her dedicated service to the American people,” HHS said in an unsigned statement posted to social media. Her lawyers pushed back in a statement, saying she had “neither resigned nor received notification” from the White House of her termination.

Last week, Trump officials reportedly left behind documents describing confidential planning for the Trump-Putin meeting in a public area of an Alaskan hotel.
That’s nothing compared with the actions of Emil Bove, Trump’s new nominee for the US court of appeals for the third circuit, who reputedly told subordinates at the Department of Justice that they should “consider telling the courts ‘fuck you’” and ignoring any court order blocking a planned deportation flight.
Then there’s Billy Long, a former auctioneer and Republican congressman who Trump nominated and was confirmed less than two months ago to head the Internal Revenue Service, with “little background in tax policy beyond promoting a fraud-riddled tax credit”. Long has already been fired after clashing with the treasury secretary, Scott Bessent. Long was the sixth person to head the IRS this year.
Let’s not forget EJ Antoni, whom Trump just nominated to lead the Bureau of Labor Statistics after firing former chief Erika McEntarfer for presiding over a disappointing jobs report earlier this month.
Antoni is that rarity who has drawn harsh criticism from economists on the right as well as the mainstream for being ignorant, unprincipled and incompetent. He recently celebrated that “all net job growth over the last year went to native-born Americans”.

The US government wanted to deport him, arguing his activism was detrimental to its foreign policy interests.
But in late June, after spending more than 100 days in immigration detention a federal judge ruled that Mr Khalil was not a flight risk or threat to his community and could be released.

The Trump administration has opened a new phase in its immigration agenda, one that goes well beyond the mass deportation of undocumented immigrants.
