What I'd like to know is why they don't arrest someone who fans the flames of civil unrest.
Here is the whole ball game in short form. Western Democracies have failed to understand the implications of Islam and Marxism because we use our own religions and political convictions as a yardstick.
A Utopian is driven by a religious fervor to create his Utopia on earth. He or she will betray all norms of conventionality in order to reach this goal. Thus acts you or I as normal men would not consider like shooting naked schoolkids in the back at Beslan becomes a means to an end. Normal people place bonds of nation, ethnicity, family and above all humanity at the front of their value system. However we learn that Marxist and Jihadist do not have these normal values. Thus blowing ones self up for the cause
is noteworthy and many parents approve of this.
I want to contrast this with a soldier sacrafice on the battlefield. Sometimes soldiers do sacrafice themselves so that fellow soldiers are not killed. The notion is to save their peers. This differs markedly from the gratuitous violence of smacking planes into office buildings.
The notion of granting liberties and freedom to those who would use them to create their version of Utopia may be foolish. Every attempt at Utopia only produces mass suffering

The attachment a fanatic holds to his philosophy is totally impervious to reason, logic, or dissenting opinion; the consequences of which are manifest in violent reaction, for the "other" simply has no right to counter the fanatics reality, and therefore, no right to exist, hence we shall end up with a blood bath once again.
Roger Scruton gave an interesting speech recently in Belgium, which while not directly relating to the focus of this post, does give us some insight into the mental inversion that the prevailing powers that be, are going through in order to mantain their grip on power. While this dynamic prevails, we will not see any advances in our war on terror; it is this position we need to destroy first, before we can tackle the assaults of Islam.
